I'm so sorry, i'm a noob when it comes to CPU hardware. I unplugged andreconnected the fan controller to the PSU molex, and then booted. Led Fan Not Working

Being new to this, perhaps I misunderstood, but I thought the point of having a 4-pin fan was to not have to alter the voltage to change fan speed, therefore not Unplug/plug it back. When i press fan led button to turn them back on, all led lights lit for a second. This issue is purely cosmetic as everything else is working great, but I would like FAN LED ON/OFF switch to work. I removed top, and everything seems just fine. before Christmas I bought the chassis on Amazon, but the fans are not working ...
